Building permission

Before starting construction work, you must first obtain a permit — a Construction Passport. Since you may be fined and banned from further construction just for carrying out preparatory work on excavation of the soil for the foundation.

The construction passport for the development of a land plot (hereinafter referred to as the construction passport) defines a set of urban planning and architectural requirements for the placement and construction of an individual (manor) residential, garden, country house not higher than two floors (excluding the attic) with an area of up to 300 square meters, outbuildings, structures, garages, elements of engineering protection, landscaping and gardening on a land plot.

A construction passport is developed by the local urban planning and architecture authority. Documents to be submitted for obtaining a construction passport:

  • a statement of intent to develop the land plot;
  • a copy of the document confirming the ownership of the land plot, certified in accordance with the requirements of the law;
  • consent to the development of the co-owners' plot, certified in accordance with the established procedure;
  • a sketch of the land plot development intentions;
    project (if any).

Development intentions must comply with state building codes, rules and standards, as well as local urban planning requirements.

In accordance with the Order of the Ministry of Regional Development No. 103 “On Approval of the Procedure for Issuing a Construction Passport for Land Development” dated 05.07.2011, our specialists will prepare a relevant package of documentation containing textual and graphic materials - a sketch of the development intentions. You shall submit this package of documents (as part of the land documents and local regular copies, schemes, development plans) to the competent local authorities at the location of the land plot.

Outline intentions for the development of a land plot shall contain the following information:

  • location of existing and projected buildings and structures on the land plot
  • distances to the boundary with each neighboring land plot
  • distances to nearby residential buildings and engineering networks and facilities
  • facades, floor and roof plans, sections of the projected buildings or structures with an indication of overall dimensions
  • a list of planned engineering support systems, including autonomous ones.

  • a document confirming the right of ownership (use) of a land plot
  • a document confirming the right of ownership (use) of the building to be reconstructed, as well as a technical passport for this building
  • topographic and geodetic survey of the land plot.
